What is humanitarian logistics?

Humanitarian logistics is the planning, sourcing, transport, storage, tracking and delivery of goods, services and related information needed to help people affected by crisis, while managing time, cost, quality, risk and accountability.

In plain English: it is the work of getting the right assistance, in the right condition and quantity, to the right place and people, at the right time, while being able to show what happened at every step.

The assistance may be food, safe water equipment, shelter materials, medicines, vaccines, hygiene items, fuel, communications equipment or cash and voucher support. The work also covers the assets and services that make delivery possible: vehicles, warehouses, handling equipment, generators, contracts, information systems, staff movements and common services shared by several organisations.

Logistics is not simply “moving boxes”. A decision made at one end of the chain changes what is possible at the other. A poorly specified item may fail in local conditions. A purchase made too late may require expensive air freight. An inaccurate packing list may stop a shipment at customs. An inaccessible distribution site may exclude older people or people with disabilities. Good logistics therefore begins with the people a response intends to support and works backwards through the chain.

What does humanitarian logistics cover?

Humanitarian logistics spans the full supply chain and the enabling systems around it. In a small organisation one logistics officer may manage several functions. In a major response, specialist teams may divide procurement, transport, aviation, shipping, warehousing, fleet, customs, assets, facilities, information management and medical logistics.

It also intersects with finance, programmes, security, protection, safeguarding, legal compliance, human resources, information technology and monitoring. Procurement needs budgets and delegations of authority. Fleet movements need security approval. Distribution design needs community consultation and protection analysis. Medical commodities require technical quality assurance. Data systems need privacy controls. Logistics works well only when those interfaces are explicit.

Logistics, supply chain and operations: are they the same?

The terms overlap but are not identical. Logistics traditionally emphasises movement, storage and related services. Supply-chain management takes an end-to-end view from demand and sourcing to delivery, returns and learning, integrating flows of goods, information and money. Operations can be broader still, sometimes including facilities, administration, ICT, safety, security and field support. Organisations use titles differently, so a job description and its decision authority matter more than the label.

Specialised categories sit inside the same chain

Different commodities add controls but do not become separate from end-to-end planning. Food logistics links nutritional specification, milling or manufacture, food safety, fumigation where lawful, shelf life, infestation control and loss monitoring. Shelter items connect technical design with timber or fabric quality, fire risk, kit composition, household transport and safe use. Water-treatment chemicals require dangerous-goods knowledge, segregation and clear dosing information. Telecommunications equipment may need spectrum approval and controlled batteries. Medical logistics adds regulatory, quality, batch, expiry and temperature requirements.

Kitting is another supply chain in miniature. A family, hygiene, dignity, school or medical kit may combine items from several suppliers into one distribution unit. Teams must manage the bill of materials, compatibility, inspection, assembly instructions, missing components, packaging weight, language and traceability. A kit is not complete because its carton is sealed; it is complete when every approved component is present, usable and safe for the intended context.

The Universal Logistics Standards organise core practice into procurement, transport, warehouse and storage, distribution, asset management and fleet management, with cross-cutting themes including protection, environmental impact, cash assistance, gender and diversity.

Purpose

Why does humanitarian logistics matter?

A technically sound programme cannot help anyone if its supplies are unavailable, unsuitable, spoiled, stuck at a border or delivered somewhere people cannot safely reach.

Logistics converts funding and intent into practical access. Its quality affects speed, coverage, equity, safety, cost and trust. Reliable pipelines keep health facilities stocked, water systems running and families protected from weather. Weak pipelines cause stock-outs, rushed purchases, congestion, loss, exclusion and wasted funds. The effect is human before it is administrative.

These WFP figures illustrate the scale of one major agency, not a universal benchmark. They also show why modest improvements compound. Better forecasting can avoid emergency freight. Stronger packaging can reduce damage and transport volume. Shared storage can let smaller organisations pre-position stock. Speed is not the only goal. A shipment that arrives quickly but is unsafe, culturally unsuitable or distributed unfairly is not a successful delivery. Humanitarian logistics must balance timeliness with quality, equity, value for money, environmental impact and the agency of affected people.

Quality and accountability

What principles and standards guide the work?

Humanitarian logistics is governed by more than efficiency. The principles of humanity, impartiality, neutrality and independence shape whom assistance serves, how priorities are set and how operational choices are perceived. Impartiality requires assistance based on need, without adverse discrimination, and priority for the most urgent cases. The 2024 Core Humanitarian Standard sets nine commitments. For logisticians, several are especially direct: people participate in decisions; support is timely and effective; action strengthens local resilience; support causes no harm to people or the environment; complaints are welcomed and addressed; support is coordinated; learning changes practice; staff are competent and well managed; and resources are managed ethically.

A useful decision test

Before optimising cost or speed, ask: Is the proposed option safe? Does it meet an assessed priority? Can intended users access and use it? Does it shift risk or cost onto communities or local partners? Can the decision be explained, documented and corrected?

Who are the key actors?

No single organisation owns a humanitarian supply chain. Each movement may involve people affected by crisis, community groups, local and national NGOs, public authorities, Red Cross and Red Crescent National Societies, international NGOs, UN agencies, donors, manufacturers, traders, transporters, warehouse operators, financial service providers and technical specialists.

Within an organisation, programme teams state what outcome is needed; technical specialists define safe specifications; supply staff test feasibility and execute sourcing; finance confirms funds and controls; security advises on access; protection and accountability staff test inclusion and harm; leadership accepts residual risk. Problems arise when logistics is consulted only after a programme promise has been made.

WFP operates a large global humanitarian supply chain and leads the Logistics Cluster. What are the stages of a humanitarian supply chain?

A supply chain is a loop, not a straight line. Assessment starts it, but feedback, consumption and changing context continuously alter demand. Information must move both ways: forecasts and orders downstream; receipts, stock, use, losses and feedback upstream.

1. Assessment and response design

Teams identify priority needs, existing services, market capacity, access, user preferences, environmental conditions and protection risks. They decide whether assistance should be in kind, cash, vouchers, services or a combination. Supply specialists test item availability, lead times, import restrictions and logistics capacity before commitments are finalised.

2. Demand and supply planning

Programme targets become quantities and dates. Planners consider consumption rates, population change, lead-time variability, existing stock, pipeline orders, buffer levels, budget, seasonality and storage. Scenarios should show what changes if funding, access or demand shifts.

3. Sourcing, procurement and quality assurance

Buyers choose local, regional or international markets, run proportionate competition, check suppliers and agree contracts. Technical teams approve specifications, samples, inspections and certificates. Orders, supplier performance and changes are documented.

4. International and primary transport

Goods move by sea, air, road, rail or inland waterway. Mode choice balances urgency, cost, capacity, route reliability, handling, carbon, commodity characteristics and onward connections. Freight documents and insurance need to match the movement.

5. Customs and border formalities

Where goods cross borders, import eligibility, duty or tax exemptions, permits, product registrations and documentary accuracy are confirmed, ideally before dispatch. The consignee and clearing responsibility must be unambiguous.

6. Receipt, warehousing and inventory control

Staff compare goods with transport and order documents, record discrepancies, quarantine suspect items and issue a goods-received record. Storage preserves quality, security and traceability. Stock records should show the physical and available balance, location, batch and expiry where relevant.

7. Secondary and last-mile transport

Orders are picked, checked, loaded and dispatched to field locations or service points. Route and vehicle choices reflect access and risk. Local transport may include trucks, vans, boats, motorcycles, bicycles, animals or hand carriage; suitability is contextual, not hierarchical.

8. Distribution, use and proof

Assistance reaches people through safe and accessible arrangements. Proof of delivery confirms custody changed, but it does not prove the right people received useful support. Post-distribution monitoring, complaints and outcome data complete that picture.

9. Reverse logistics and close-out

Returns, damaged goods, reusable packaging, hazardous waste, expired stock, rented assets and programme closure all need plans. Responsible disposal requires technical and legal control. Lessons, supplier records and reconciled inventory feed the next preparedness cycle.

Before the order

How do assessment and planning work?

Planning starts with a question more important than “How many kits?”: What outcome is required, for whom, under what conditions? A needs assessment should connect demographic and technical information with market, infrastructure, capacity and access analysis. It should not assume that a standard in-kind package is automatically appropriate.

Logistics assessments examine ports, border crossings, airports, roads, bridges, seasonal hazards, commercial carriers, fuel, storage, handling labour, power, communications and government procedures. Capacity matters as much as physical presence: a warehouse that exists may be full; a road marked open may be unsuitable for heavy vehicles; a supplier may quote stock that is not actually available.

Forecasting under uncertainty

Humanitarian demand is uncertain because population, access, funding and needs change. Use ranges and triggers, not a single false-precision number. A basic forecast should state target population, item entitlement or consumption rate, planning period, replenishment lead time, existing usable stock, confirmed pipeline, expected loss or wastage and safety stock. Every assumption needs an owner and review date.

Plan the complete pipeline. A purchase order date is not an arrival date. Include approvals, tendering, manufacture, inspection, export paperwork, freight booking, transit, customs, receipt, repacking and final transport. Map the longest and most variable steps. Pre-agreed suppliers or framework contracts can shorten mobilisation, but only if capacity and prices are revalidated.

A frequent planning failure

Programmes count the purchase cost but omit freight, duties, handling, warehouse rent, losses, distribution, monitoring and disposal. Compare options using total delivered cost and the value of time, rather than unit price alone.

Responsible sourcing

How does humanitarian procurement work?

Humanitarian procurement acquires goods, works and services with the right quality, timing and total cost through a fair, transparent and accountable process. Urgency can justify an accelerated procedure; it does not remove the need for authorisation, competition where feasible, conflicts-of-interest controls or an audit trail.

Start with a functional specification

A clear specification describes the requirement without needlessly excluding capable suppliers. It may cover dimensions, materials, performance, safety standards, shelf life, packaging, labelling, language, accessibility, climate suitability, warranty, spare parts, training, inspection and delivery terms. Health products, food, water-treatment chemicals and specialist equipment require qualified technical approval.

Choose the sourcing market deliberately

Local procurement can reduce lead time and freight, strengthen local economies and make maintenance easier. It can also strain limited supply, raise prices, favour powerful firms or transfer risk to weakly financed local partners. International sourcing can provide scale and standardisation but may add long lead times, foreign exchange, customs and carbon. Regional sourcing is often a useful middle path. The decision should follow market evidence and programme priorities, not a blanket preference.

Use proportionate competition and documented exceptions

Procedures commonly range from low-value quotation to formal tender. Thresholds and emergency exceptions differ by organisation and donor. Whatever the route, preserve separation of duties: the requester should not unilaterally select, approve and receive the same purchase. Record evaluation criteria before bids are opened, compare on a consistent basis and document negotiations.

Evaluate value, risk and capacity

The cheapest compliant offer is not automatically best value. Consider technical compliance, delivered cost, capacity, lead time, warranty, ethical and environmental performance, financial stability, past delivery, contingency plans and concentration risk. Verify bank details through a separate trusted channel to reduce payment fraud.

Manage the contract after award

Award is the midpoint. Track milestones, inspection, delivery, variations, claims, payment, performance and close-out. A purchase order should specify Incoterms or equivalent delivery responsibility where relevant, documents, acceptance criteria, remedies and who owns risk at each point. Changes require the same authority and documentation discipline as the original order.

Separate quality assurance from final receipt

Quality assurance begins before tender: an approved specification, recognised standard, sampling plan and acceptance method. Depending on risk, controls may include document review, factory audit, pre-production sample, laboratory test, inspection during manufacture, pre-shipment inspection and arrival checks. Match effort to consequence. A cosmetic colour variation does not carry the same risk as a substandard medicine, unsafe electrical appliance or contaminated food.

Pre-shipment acceptance does not remove the supplier’s obligations or the need to check arrival condition. Inspectors sample a defined portion and transport can introduce damage afterwards. Record who may waive a defect, who provides technical disposition and how rejected goods are isolated. Do not let programme pressure turn quarantine into informal use.

For medicines and medical supplies, use qualified health-procurement procedures and authorised technical specialists. Supplier registration alone is not proof that every product, manufacturing site or batch is acceptable. Confirm national registration, certificates, remaining shelf life, storage, labelling and pharmacovigilance or recall routes as applicable. Donations require the same seriousness: a free product can impose substantial clearance, storage and disposal cost while exposing patients to harm.

Prevent fraud and conflicts of interest

Warning signs include identical bid language, rotating winners, unexplained urgency, split purchases below thresholds, vague specifications written around one product, sudden bank changes, gifts, agents without a clear role and delivery records that do not match physical receipts. Controls should protect honest suppliers as well as funds: confidential reporting, fair appeal routes and consistent sanctions matter.

Custody and control

How should warehousing and inventory be managed?

A humanitarian warehouse protects supply, preserves quality and creates a reliable point of control between arrival and use. Its success is measured by accurate, timely and safe flow, not by how full it looks.

Select a suitable site

Assess legal tenure, access for expected vehicles, road and flood risk, drainage, structural condition, fire safety, security, ventilation, lighting, power, handling space, staff welfare and distance from operations. Check whether the floor can carry planned loads and whether racking is installed and rated correctly. Separate pedestrians from vehicles and maintain clear exits.

Control every stock movement

Receipt should compare the purchase order, waybill and physical cargo. Count, inspect, record damage, confirm batch and expiry where needed, and quarantine suspect goods. Put-away assigns a recorded location. Picking follows an authorised release. Dispatch includes a second check, waybill and custody handover. Adjustments need reason codes and approval; unexplained “system corrections” hide loss.

Use first-expiry, first-out for dated commodities. First-in, first-out is suitable for many non-expiring goods but does not override quality or batch instructions. Distinguish physical stock from available stock: items may be quarantined, reserved, damaged or awaiting release and therefore not usable.

Reconcile records with reality

Bin or stack cards support immediate control; an inventory system consolidates transactions and reporting. Cycle counts check selected items frequently, while periodic full counts verify the whole store. Investigate differences promptly. Inventory accuracy is not an accounting nicety: planners cannot prevent stock-outs if balances are fictional.

Protect commodity quality

Keep goods off floors and away from walls where appropriate; control pests; monitor temperature or humidity when required; segregate food, chemicals, fuel and dangerous goods; follow stack-height and load rules; and preserve packaging and labels. Fire detection, extinguishers, evacuation and spill response must match the hazard. Medical and temperature-sensitive items need qualified systems beyond a general store.

Segregation needs physical and record status. Create clearly marked areas for awaiting inspection, approved, quarantined, returned, expired and damaged goods. Lock or restrict controlled items. Dangerous goods require trained handling, safety data, compatible storage and legally compliant fire or spill systems; never place chemicals where leakage could contaminate food, medicines or water equipment.

Keep the warehouse legible

Use a location scheme that another trained person can follow: zone, aisle, bay, level and position as appropriate. Labels should remain visible after put-away. Housekeeping is a control because blocked labels, mixed batches, damaged pallets and unrecorded floor stock create inaccurate picks and unsafe work. Display current emergency contacts, equipment instructions and evacuation information in languages staff understand.

Plan labour ethically. Casual workers need clear terms, safe equipment, induction, supervision, breaks and a way to report harm. Piece-rate incentives can encourage unsafe lifting or rushed counts. Record attendance and payment without exposing personal data on public boards. Warehouse security should prevent theft without trapping staff behind locked exits or relying on abusive searches.

Plan capacity, not just area

Useful capacity accounts for aisles, receiving, dispatch, quarantine, returns, offices, fire clearances and handling. Report both occupied and available pallet positions or cubic volume, not square metres alone. Forecast inbound and outbound peaks; congestion during a surge increases damage, delay and safety risk.

Moving safely

How are transport and fleets managed?

Transport connects supply nodes; fleet management keeps owned, leased or hired vehicles safe, legal, available and economical. The fastest mode is not always the fastest end-to-end solution. A flight may arrive quickly but wait for handling or onward trucks; sea freight may be far slower but carry enough volume to prevent repeated shortages.

Compare total delivered cost, reliable transit time, capacity, commodity needs, loss risk, carbon and fallback options. Consolidation increases utilisation and can lower cost, but waiting to fill a vehicle can delay urgent cargo. Priority rules should be transparent and linked to programme criticality.

Plan each movement

A movement plan identifies cargo, origin, destination, route, schedule, vehicle, driver, permits, handling, communications, fuel, security controls and contingency. Load plans respect payload, dimensions, centre of gravity, compatibility and restraint. Drivers receive accurate documents and a clear procedure for delay, accident, breakdown, checkpoint, route change and failed delivery.

Manage fleet as a safety system

Fleet controls include driver selection and training, licensing, journey authorisation, pre-use checks, preventive maintenance, tyres, fuel, telematics where appropriate, incident reporting and disposal. Monitor vehicle availability, utilisation, cost per kilometre, fuel consumption, maintenance compliance and incidents. Interpret them together. Very high utilisation can mean insufficient capacity and deferred maintenance, not efficiency.

Contracted transport still requires oversight

Due diligence should cover legal registration, insurance, vehicle condition, driver terms, subcontracting, safety record, sanctions and capacity. Contracts need agreed rates, liability, documentation, detention terms, prohibited cargo, performance measures and incident notification. Outsourcing movement does not outsource humanitarian responsibility.

Documents travel with the cargo

A waybill identifies consignor, consignee, vehicle, origin, destination, cargo, quantity and condition and creates a custody record at dispatch and receipt. It should not contain unnecessary personal data. Packing lists provide line detail; dangerous-goods declarations, temperature records, permits or certificates may also be required. Number documents consistently and reconcile partial deliveries, trans-shipment and returns rather than overwriting the original quantity.

Air and sea movements require specialists who understand carrier rules, cut-off times, cargo dimensions, pallet or container plans, security screening and dangerous goods. Lithium batteries, fuel, aerosols, chemicals and some medical materials cannot be presented as general cargo. Misdeclaration can endanger crews and close a route for the wider response. Manage fuel as a critical commodity

Fuel availability can determine fleet, generators, cold chain and communications. Forecast by asset and operating scenario; contract quality and delivery; store only in lawful, engineered facilities; control dip or meter readings, issues and reconciliation; and investigate abnormal consumption. Fuel theft is a risk, but controls must not create unsafe decanting or excessive stock. Reducing idling, right-sizing generators and preventive maintenance can improve readiness as well as cost and emissions.

Safety before schedule

Delivery targets must never pressure drivers to exceed safe hours, overload vehicles, ignore maintenance or travel without required security clearance. A late safe delivery is preferable to a preventable collision, but recurrent delay should trigger better planning, not routine acceptance.

Reaching people

What is last-mile delivery?

Last-mile delivery is the final movement of assistance from a local hub, store or service point to the people or facility intended to use it. It is often the shortest distance and the most context-dependent part of the chain. Damaged roads, insecurity, weak addresses, seasonal isolation, dispersed settlements, language, mobility barriers and rapidly changing displacement can all converge here.

The last mile is also where logistics meets dignity most visibly. Communities should influence delivery location, timing, information, queue design, assistance format, transport support and complaints channels. Women, older people, people with disabilities, minority groups and people without documents may face different barriers. A technically efficient site can still be inaccessible or unsafe.

Design from the user backwards

  • Confirm who can safely reach the proposed point, at what time and with what physical load.
  • Provide clear information in accessible languages and formats without exposing sensitive lists.
  • Plan shade, water, sanitation, crowd flow, priority support and referral for urgent concerns.
  • Separate verification, issue, help and complaints functions so problems do not block the line.
  • Make quantities, package weight and onward carriage realistic for households.
  • Monitor whether assistance arrived, was usable and created unintended risks.

Logistics supports response-option analysis rather than assuming physical goods. Cash or vouchers may let people choose through functioning markets and reduce agency transport, but they still require market capacity, financial or vendor contracts, liquidity, identity and data controls, access, monitoring and contingency plans. In-kind assistance may be necessary when markets cannot supply adequate goods safely, prices are unstable or specialised quality is essential. Mixed approaches are common.

Cash does not make the supply chain disappear; it changes who operates it and where risk sits. Households and local traders may take on transport, availability and price risk. Proof of delivery is not proof of impact

A signed waybill proves a consignment changed custody. A distribution list may show recorded recipients. Neither shows that assistance was appropriate, fairly accessed, safely taken home or used as intended. Combine logistics evidence with community feedback, post-distribution monitoring and programme outcomes.

Reconcile the event before the team disperses

A distribution close-out should compare stock issued to people served, package entitlement, damaged or refused items, returns, losses and remaining balance. Record exceptions without forcing figures to match. Transfer leftover goods to an authorised store with a receipt; do not leave them in vehicles or informal field locations. Separate financial-service or voucher reconciliation from physical stock while connecting both to the same approved caseload and period.

Complaints and help requests should remain possible after the site closes. Some people will only report exclusion, payment demands, harassment or unusable items privately and later. Publish a safe route and expected response time, and make sure logistics records can support authorised follow-up without exposing the complainant.

Temperature-sensitive supply

What is the humanitarian cold chain?

A cold chain is a controlled system for storing and transporting temperature-sensitive products within their specified conditions from source to use. It may cover vaccines, medicines, diagnostics, blood, nutritional products or other health commodities. The authorised range depends on the product; do not generalise one vaccine rule to every item.

WHO notes that almost all vaccines used in immunisation programmes are licensed for the traditional 2°C to 8°C chain, while some are harmed by freezing as well as heat. Product labelling, national policy and qualified technical guidance always take priority. WHO temperature conditions

The cold chain is a quality system

Refrigerators and cold boxes are only components. A controlled chain needs qualified equipment, mapped storage, calibrated monitoring devices, trained people, documented packing, conditioned coolant where required, alarm response, backup power, preventive maintenance, contingency sites, excursion assessment and traceability by batch.

Temperature should be monitored through storage and transport with records linked to consignments. A reading outside limits triggers quarantine and technical assessment; staff should not assume a product is safe or destroy it without authorised review. Corrective and preventive action should address the underlying cause.

Plan the final link

UNICEF describes vaccine carriers as the final link in the vaccine cold chain. Their capacity, cold life, freeze prevention, weight and outreach duration must fit the route. Never improvise a medical cold chain

Domestic coolers, unconditioned ice, unqualified vehicles and uncalibrated thermometers can cause freezing, heating or misleading records. Use equipment and procedures approved for the product and programme, with a named technical authority for excursions.

Borders and regulation

How do customs and importation affect aid?

Humanitarian purpose does not automatically waive customs law. Relief consignments may need an eligible consignee, import permit, duty or tax exemption, product registration, ministry approval, inspection and standard transport documents. Food, pharmaceuticals, medical devices, vehicles, drones, radio equipment, satellite communications, chemicals and dangerous goods often involve regulators beyond customs.

The World Customs Organization’s Revised Kyoto Convention recommends priority treatment for relief consignments, simplified or provisional declarations, pre-arrival processing and exceptional rather than routine examination. Prepare before goods move

  • Confirm the legal consignee and its import eligibility in writing.
  • Identify restricted, prohibited, licensed and temporarily admitted items.
  • Obtain exemptions and permits before dispatch where possible.
  • Align invoice, packing list, waybill, donation letter, certificates and item descriptions.
  • Use accurate values even for donated goods; “no commercial value” may be insufficient for customs valuation.
  • Agree who appoints and instructs the clearing agent and who pays port, storage or demurrage charges.
  • Track original documents and preserve a complete clearance file.

Do not ship first and solve paperwork later. “Frustrated cargo” consumes scarce port or airport space, accumulates charges, can expire and distracts authorities. Unsolicited donations create particular risk when contents, quality, shelf life or consignee are unclear.

How does coordination work?

Coordination gives organisations a shared picture of routes, capacity, gaps and priorities. It can reduce duplication, identify underserved areas, consolidate cargo, sequence limited access, share assessments and make common services possible. Good coordination supports independent operational decisions; it does not mean every organisation uses one supply chain.

What is the Logistics Cluster?

The Logistics Cluster is one of the humanitarian clusters established through the Inter-Agency Standing Committee system. WFP is the global lead. At country level it is a temporary mechanism activated when needs and logistics gaps require it, accountable to the Humanitarian Coordinator through the cluster lead agency.

The cluster supports coordination and information management and, where necessary, facilitates access to common logistics services. Depending on the context, these may include shared storage, transport, access analysis or cargo tracking. Services fill identified gaps and should not replace capable local or commercial providers. What should organisations share?

Useful information includes constraints, available capacity, routes, storage, planned flows, pipeline risk, service demand and standardised cargo data. Share the minimum needed and respect sensitivity. Detailed routes, people’s locations, vendor banking, staff movements or stock of high-value items can create security and protection risk.

Meetings add value when they produce decisions, owners and updates, not when they only exchange presentations. Smaller and local organisations need accessible languages, reasonable schedules, remote or low-data options and transparent service criteria to participate equitably.

Tools, not magic

How is technology used in humanitarian logistics?

Technology can improve visibility, speed and consistency across forecasting, procurement, inventory, fleet, routing, cargo tracking, mapping, temperature monitoring and reporting. The right tool depends on the decision, users, connectivity, data sensitivity, support capacity and total lifecycle cost.

Design for interruption

Systems should have offline or paper continuity, synchronisation rules, role-based access, backups, exportable data, user support and an exit plan. A basic stock card used consistently can outperform an elaborate platform nobody can maintain. Pilot against real workflows and include local staff in configuration before scale-up.

Implement around a decision, not a product

Start with a small set of decisions users cannot make reliably: which order is late, which batch expires first, where a vehicle is overdue or which location will stock out. Define the minimum data and workflow needed, then configure or select the tool. Buying a platform first often automates inconsistent item codes, unclear approvals and duplicate records.

Budget for devices, connectivity, configuration, licences, integration, training, support, cyber security, replacement and export at closure. Clarify data ownership and vendor access. Test usability with warehouse workers, drivers and local partners, including people using older devices or low bandwidth. Track whether the technology shortens decisions or merely adds another reporting layer.

Use emerging technology cautiously

Drones, artificial intelligence, predictive analytics, digital identity and blockchain may solve specific problems, but novelty is not a justification. Test legality, evidence, bias, consent, security, vendor dependence, environmental cost and what happens when the system is wrong. Technology should reduce operational burden and harm, not transfer them to affected people.

Visibility with responsibility

What data does humanitarian logistics need?

Logistics data should answer practical questions: What is needed? What has been ordered? Where is it? What is usable? What will arrive when? What capacity is free? What was delivered, lost, damaged, returned or disposed? Which assumption changed?

Core records include item master data, specifications, supplier and contract files, purchase orders, shipment references, packing lists, waybills, goods-received notes, warehouse transactions, batch and expiry, stock counts, fleet and fuel records, temperature logs, service requests and proof of delivery. Common item names, units and location codes prevent expensive misunderstandings.

Build one traceable chain of evidence

References should connect request, approval, order, dispatch, receipt, issue and payment without relying on staff memory. Dashboards are only as reliable as the transactions beneath them. Define the source of truth, update frequency, data owner and exception process. Report uncertainty rather than filling gaps with invented precision.

Protect people and operations

Logistics systems can contain names, telephone numbers, identity references, locations, distribution schedules, staff routes and commercially sensitive data. Collect the minimum, restrict access, define retention, protect transfers and assess the consequence of disclosure. Sharing an aggregated stock total may be useful; sharing a named recipient list or live convoy route may be dangerous.

How can humanitarian logistics be more sustainable?

Supply chains create emissions, waste, extraction and pollution through products, packaging, freight, fleet, energy, facilities and disposal. Those impacts can worsen the risks faced by the same communities assistance is meant to support. Environmental responsibility therefore belongs in operational quality, not in a separate optional project.

Use the avoid–reduce–improve sequence

  1. Avoid unnecessary flow. Validate need, use existing or shared stock, prevent unsolicited donations and choose services or cash where evidence supports them.
  2. Reduce material and distance. Improve forecasting, consolidate compatible loads, source closer when markets can support it, right-size packaging and design reusable or repairable items.
  3. Improve what remains. Choose efficient modes and vehicles, renewable power, lower-impact specifications, recycled content, responsible waste systems and suppliers with credible controls.

Do not optimise carbon alone. A locally sourced item that fails early may create more waste and cost. A sea shipment can be lower-carbon but too slow for an acute lifesaving gap. Use lifecycle and context: performance, durability, repair, packaging, volume, transport, energy, user safety and end-of-life.

Measure before making claims

Track material quantities, freight weight and distance, mode, fuel, facility energy, refrigerant, damage, expiry and waste where feasible. State boundaries and estimation methods. Avoid vague “green” labels without evidence. Include environmental criteria in specifications and evaluation only where they are relevant, measurable and fairly accessible to suppliers.

What does localisation mean for logistics?

Localisation is not simply buying locally or using a national organisation for final delivery. It means shifting decision-making, resources, visibility and sustainable capacity towards crisis-affected people and local and national actors. In logistics, that includes who designs the chain, controls data and assets, holds contracts, manages risk and decides priorities.

Local actors often bring language, relationships, market knowledge, geographic reach and continuity long after international surge teams leave. Yet partnership structures may give them short contracts, late payments, uncompensated overhead, transferred security risk or little access to shared services. Those arrangements can weaken the very capacity a response depends on.

Practical ways to support locally led logistics

  • Map existing public, civil-society and commercial capacity before importing parallel systems.
  • Include local organisations in assessments, service design, prioritisation and governance, rather than limiting them to implementation.
  • Provide full and timely costs for staffing, systems, insurance, warehousing, fleet, safety and compliance.
  • Share tools, training, supplier information and common services in accessible formats and languages.
  • Agree ownership, maintenance and disposal of assets from the outset.
  • Measure partnership quality, decision authority and risk sharing, not only spend with local suppliers.

Do no harm

How do security and humanitarian access shape logistics?

Logistics exposes people, assets and information to road crashes, crime, conflict, unexploded ordnance, checkpoints, detention, diversion, misinformation, weather and infrastructure failure. Security risk management must be integrated from assessment through route planning, warehouse siting, contracting, movement, distribution and close-out.

Humanitarian access means affected people can reach assistance and humanitarian actors can reach people to assess and respond according to need. It is negotiated and relational, not a permission that logistics can assume. The ICRC describes neutral, impartial and independent action as essential to trust and access across conflict lines. Integrate, do not improvise

Follow the organisation’s security risk assessment and movement procedure. Define who authorises routes, who monitors movements, check-in intervals, communications, go/no-go criteria, incident escalation and lost-contact response. Drivers, loaders, guards and contracted transporters need role-specific briefings. Do not publish live routes or stock locations without a clear operational need.

Acceptance and perception matter

Vehicle markings, escorts, co-location, supplier relationships, beneficiary lists and social-media posts affect how an operation is perceived. A choice that feels protective to one team may undermine neutrality or community trust. Security measures should be assessed with programme, access and community colleagues rather than copied from another country.

Plan alternatives before access closes

Maintain updated route and capacity maps, alternate suppliers, decentralised stock where justified, remote-support protocols, trusted local partnerships and thresholds for pre-positioning or suspension. Contingency stock is useful only if people can access it safely and the warehouse itself is not a single point of failure.

This guide is not a movement clearance

Never use general online information to approve a route, convoy, air movement or distribution. Current organisational security instructions, local analysis and authorised decision-makers take priority.

Power and responsibility

What ethical issues arise in humanitarian logistics?

Logistics controls valuable goods, contracts, jobs, vehicles, movement and information. That power creates risks of corruption, favouritism, exploitation, diversion, abuse, discrimination and conflicts of interest. Ethical logistics protects people first and maintains controls under pressure.

Procurement integrity

Staff should declare conflicts, refuse improper gifts, protect bid confidentiality and use consistent criteria. Suppliers need accessible reporting routes. Emergency procedures should define who can approve exceptions and how they are reviewed. Suspected fraud is reported through authorised channels; logisticians should preserve records and avoid conducting unauthorised investigations.

Diversion and coercion

Gatekeepers, armed actors, officials or staff may pressure teams to alter lists, surrender goods, pay unofficial fees or use favoured vendors. Responses must follow security, legal, anti-fraud and programme protocols. Quietly normalising a small diversion can reinforce harmful power and make future access more conditional.

Safeguarding and sexual exploitation or abuse

Distributions, transport, warehouses, recruitment and supplier interactions can create contact and power imbalances. Codes of conduct and PSEA duties apply to logistics staff, casual labour, drivers and contractors. People must know expected behaviour and safe ways to complain. Complaints should be handled through survivor-centred, confidential, authorised mechanisms; warehouse or procurement staff should not investigate them informally.

Fair access and dignity

Efficiency metrics can conceal exclusion. A high-throughput distribution may disadvantage people who cannot queue, travel or produce standard documents. Item design can ignore culture, gender, disability or household composition. Ask who bears the burden of each “efficient” choice and adapt with the people affected.

Where chains break

What are the common challenges?

Humanitarian supply chains operate in uncertainty, but their failures are not all inevitable. Many recurring problems come from late decisions, unclear ownership, weak data or incentives that reward visible delivery over reliable systems. The first step is to distinguish a true external shock from an internal weakness it exposed.

Volatile or incomplete demand

Population movement, new assessments, changing entitlements and funding gaps make forecasts unstable. Teams may over-order to feel safe or under-order to protect cash. Use scenario ranges, short review cycles, consumption evidence, allocation rules and clear triggers for replenishment or scale-down.

Infrastructure and seasonal constraints

Ports, roads, bridges, airfields, power and communications can fail or have less capacity than reported. Rain, snow, flood or heat may close a route for months. Maintain access calendars, physical assessments, infrastructure contacts and alternate modes. Design packaging, vehicle type and pre-positioning around the hardest leg.

Long and variable lead times

Approvals, manufacture, inspection, booking, transit and clearance all vary. A single “average lead time” hides risk. Track each component and its range, confirm supplier milestones and show the programme which date is committed, forecast or merely requested.

Funding uncertainty and short grants

Late or fragmented funding can force small purchases, expensive freight and repeated temporary facilities. Build modular plans, framework agreements, shared services and trigger-based scenarios. Donors and programme leaders should fund the systems and close-out needed for responsible delivery, not only commodities.

Supplier and market risk

Quoted capacity may be fictional; prices may move; a sole supplier may fail; large aid purchases may distort local availability. Perform market analysis and due diligence, diversify critical sources, validate stock, use realistic payment terms and monitor the effect of procurement on other buyers.

Quality failure and unsuitable donations

Urgency can produce vague specifications, skipped inspection, short shelf life or goods people cannot use. Unsolicited donations add sorting, storage, customs and disposal costs. Publish accepted specifications and donation rules, require prior approval and quarantine non-conforming stock.

Customs and regulatory delay

Missing exemptions, inconsistent item descriptions, restricted equipment and an ineligible consignee can stop a shipment. Start import mapping during preparedness, pre-clear documents, appoint responsible agents and keep one authoritative document set.

Insecurity and access denial

Conflict, violence, mines, crime, checkpoints and misinformation can suspend movement or put communities at risk. Integrate acceptance, security analysis and route alternatives. Do not turn delivery pressure into unsafe movement or unprincipled concessions.

Weak coordination and visibility

Organisations may compete for the same trucks and stores, duplicate locations or hide pipeline data. Share the minimum operational picture through coordination mechanisms and standard references. Protect sensitive details and ensure local actors can access the information.

Inventory inaccuracy, loss and expiry

Late transactions, poor location control, unrecorded damage and rare counts corrupt the available balance. Enforce same-day records where feasible, cycle counts, quarantine, expiry alerts, role separation and prompt variance investigation.

People and capacity pressure

Surge workloads, turnover and weak handovers undermine controls. Staff may be technically strong but unfamiliar with humanitarian principles, or vice versa. Define essential roles, cross-train, create usable SOPs, protect rest, document decisions and invest in national staff before a crisis peaks.

Environmental burden and reverse logistics

Packaging, broken items, batteries, cold-chain materials, medical waste and abandoned assets accumulate after distribution. Put take-back, repair, reuse, waste ownership and disposal cost into product and contract decisions before goods arrive.

Use an exception log

Record what changed, the operational effect, decision, owner and review date. A short, live exception log often improves management more than a dense monthly narrative because it makes constraints and responsibility visible.

Measure the outcome

Which KPIs should humanitarian logistics use?

A useful KPI supports a decision and can be interpreted in context. One measure rarely tells the truth alone: lower cost may reflect slower service; high vehicle use may hide unsafe overwork; a perfect delivery rate may ignore people who were excluded from the plan.

Add quality, equity and feedback

Operational dashboards should connect with measures that people experience: percentage reporting timely and respectful delivery, access barriers, complaints resolved within an agreed period, suitability of items and assistance received without payment or coercion. Disaggregate where safe and meaningful. Averages can hide systematic exclusion.

Set definitions before targets

Document numerator, denominator, source, owner, frequency, cut-off, exclusions and target. Use median and percentiles for skewed lead times rather than an average alone. Keep raw counts beside percentages: 100% on-time performance from one delivery is not evidence of a stable system.

Avoid vanity metrics

Tonnes moved, trucks dispatched and warehouse space offered show scale, not whether needs were met. Use them with timeliness, completeness, quality, cost, reach and feedback. Review unintended incentives; if a target encourages early delivery before a site is ready, overloaded vehicles or stock accumulation, redesign it.

Before the shock

What does logistics preparedness involve?

Preparedness is the work done before a crisis or escalation to reduce decision time, reveal constraints and strengthen capacity. It is not a warehouse full of standard kits. Stock is one option within a system of people, information, agreements, facilities, suppliers and triggers.

Map risk, demand and capacity

Use credible scenarios to estimate likely commodities, volumes, affected areas, access seasons and response scale. Map government leadership, local organisations, markets, manufacturers, ports, borders, corridors, airports, warehouses, fuel, cold chain, financial services and communications. Record when and how each source was verified.

Pre-agree decisions

Prepare emergency delegations, procurement procedures, framework agreements, transport and warehouse contracts, approved specifications, supplier rosters, customs contacts, import templates, insurance and service-level arrangements. Agreements are not capacity guarantees: test or refresh price, lead time and availability.

Pre-position selectively

Stock where expected time saved justifies holding cost, expiry, obsolescence, security and environmental risk. Choose locations using hazard exposure and onward access, not convenience alone. Define ownership, release authority, replenishment, rotation and close-out. Decentralisation can improve resilience but increases control and capacity needs.

Build people and relationships

Train staff and partners on practical workflows, safeguarding, security, data, dangerous goods, cold chain and controls relevant to their roles. Maintain rosters and handover templates. Coordination relationships with authorities, local groups and businesses built before a crisis are more reliable than introductions made during port congestion.

Exercise the plan

Use tabletop and field simulations to test alerts, decisions, supplier mobilisation, documents, loading, communications, system continuity and exception handling. Include failures: a closed border, lost network, rejected batch or unavailable transporter. Record corrective actions, owners and deadlines; an exercise without change is theatre.

Balance stock, agreements and agility

Physical stock buys time but ties up money and may expire. Framework agreements preserve choice but still depend on suppliers, finance and routes after a shock. Cash reserves enable rapid purchase but cannot create scarce goods or market access. Surge rosters provide people but require visas, travel and handover. Strong preparedness uses a portfolio: essential stock for the earliest gap, pre-qualified sources for replenishment, shared or commercial capacity, trained local teams and decision triggers.

Review preparedness after organisational or market change, not only annually. A new customs rule, warehouse closure, supplier merger, conflict line, flood map, product specification or donor condition can invalidate a plan. Keep a short list of assumptions most likely to fail and assign someone to monitor each.

Set triggers and minimum readiness

Triggers might include forecast rainfall, conflict escalation, displacement, disease surveillance, stock cover, funding probability or route closure. Link each trigger to an authorised action and budget. Maintain a simple readiness dashboard showing people, suppliers, agreements, facilities, data, stock and unresolved gaps.

Ukraine: coordination, common storage and national capacity

The Logistics Cluster was activated in Ukraine in March 2022 amid disruption, insecurity and damaged infrastructure. Its 2026 four-year review reports that during 2025 it supported 157 partners through coordination, information, shared storage, transport facilitation and training. It facilitated 5,875 metric tonnes of cargo to 222 locations for 68 organisations and supported 51 inter-agency convoys to 35 hard-to-reach locations.

Four warehouses provided 11,100 square metres of common storage, helping organisations pre-position and maintain pipelines. The case also describes induction training and work to make tools accessible to Ukrainian practitioners. The lesson is not simply “more trucks”: shared information, consolidation, storage and national capacity can expand the reach of organisations that do not have large logistics systems. COVID-19: a temporary global logistics backbone

During the pandemic, border controls, reduced commercial aviation and competition for medical supply disrupted normal chains worldwide. WFP created a network of humanitarian response hubs and common air, road and sea links for the wider response. By March 2021 it reported dispatching more than 148,000 cubic metres of critical health cargo to 173 countries for 72 organisations.

The case demonstrates the value of common services when a disruption is systemic. Existing global hubs and supply expertise could be repurposed, while consolidation reduced the burden on each organisation to secure scarce transport separately. Cyclone Idai: multimodal access after infrastructure damage

After Cyclone Idai made landfall in Mozambique in March 2019, flooding and damaged roads and bridges cut regular routes across parts of Mozambique, Malawi and Zimbabwe. The Logistics Cluster reported coordination hubs and support involving storage, roads, river transport, passenger boats and air access as agencies scaled up.

The operational lesson is to design around the access constraint, not a preferred mode. What the three cases share

First, logistics capacity is relational. Warehouses, aircraft and trucks produce more value when organisations share priorities, documents and information. Second, the right network changes over time. A sudden-onset air bridge, a protracted frontline convoy system and a flood-response boat service solve different constraints; none should become permanent by habit. Third, local and national capacity determines continuity. International surge can open a service, but local staff, businesses, authorities and organisations sustain the routes and adapt them daily.

The cases also warn against judging response only by input volume. Large throughput can coexist with unmet need, exclusion or high cost. Humanitarian logisticians come from freight, retail, manufacturing, military transition, public service, engineering, health supply, construction, fleet, aviation, procurement, finance, data and community organisations. The sector needs both technical specialists and managers who can connect supply decisions with programmes, people and principles.

Common roles

Entry and mid-level roles include logistics assistant, storekeeper, warehouse officer, procurement officer, fleet officer, supply assistant, dispatcher, asset officer, customs or shipping assistant and logistics information-management officer. Senior roles include supply-chain manager, logistics coordinator, procurement manager, medical logistician, fleet manager, emergency supply lead and cluster coordinator.

Build evidence, not only qualifications

Employers look for examples of accurate stock control, safe movement, fair sourcing, supplier management, cost analysis, incident handling, team leadership and improvement under constraints. Show the scale, your responsibility, control applied and result. Experience with local charities, health services, food banks, emergency management, commercial warehouses or transport can be relevant when expressed honestly.

Expect coordination and administration

Field logistics includes site visits and urgent problem-solving, but much of the work is careful follow-through: comparing quotes, checking documents, updating pipelines, briefing drivers, reconciling fuel, investigating variances, writing SOPs, attending coordination meetings and explaining constraints to programme colleagues. Accuracy under routine pressure prevents dramatic failures later.

Good logisticians communicate uncertainty without becoming obstructive. They offer options such as a faster route at greater cost, a slower one with lower risk or local sourcing with limited capacity, and then record the authorised choice. They know when a problem needs a technical specialist, safeguarding referral, security decision or senior risk acceptance. Calm escalation is a professional strength.

Technical knowledge that transfers

  • Procurement process, contracting, due diligence and ethical controls.
  • Warehouse layout, stock records, counts, FEFO, handling and safety.
