Log Basics Monitoring & Knowledge System Lead

CONTEXT

At MSF, Logistics aims to provide a safe, functional, and effective care environment for our patients, the populations we assist, and our teams through a pragmatic and solution-oriented approach.

Our work involves engineering appropriate solutions that connect medical activities (grouped into Logistics Intervention families) and operational and contextual parameters with technical expertise in medical equipment management, construction, shelter, energy, HVAC, cold chain, motorized fleet, telecommunications, GIS, air operations, and more. Given the diversity and constant evolution of MSF’s operations, Logistics teams are continuously adapting and innovating to meet complex and shifting needs.

The HQ Logistics Department is structured into three units: the Logistics Support Unit (LSU), the Logistics Workforce Unit (LWFU), and the Log Knowledge Management Unit (LKMU).

This role supports an intersectional MSF project focused on defining the minimum technical requirements needed to ensure quality, safety, and continuity of operations from a logistics perspective. This framework, known as the “Log Basics”, consists of one-page guidelines for each technical family.

These guidelines are currently being expanded as part of the Intersectional Log Basics 2.0 Transformational Investment Capacity (TIC) project. The initiative has three objectives: to expand and strengthen the intersectional Log Basics, to initiate the development of intersectional logistics policies, and to enhance the Log Basics by i mproving monitoring processes and transitioning them into a more dynamic, digital, and integrated system. This role focuses primarily on the latter.

The Log Basics Monitoring & Knowledge System Lead is part of the TIC initiative and reports directly to the Log Basics 2.0 Project Manager. The role is responsible for defining how the Log Basics are accessed, implemented, and monitored in practice, with a strong focus on accessibility, usability, and operational relevance. It also aims to strengthen accountability and support informed decision-making.

This includes reviewing existing Log Basics monitoring systems across MSF sections, designing a harmonised framework that enables effective tracking and analysis across different contexts, and leading the digital transformation of the Log Basics and related monitoring mechanisms into a user-centred, operational, and scalable system.

The role also coordinates the design and rollout of digital solutions supporting this transformation.

RESPONSIBILITIES

Scope definition & assessments

• Define the scope of the Log Basics digital system, with a strong focus on accessibility and usability for programme contexts

• Clarify the level of harmonisation across the full monitoring cycle, including the scope of the digital system

• Review existing Log Basics monitoring tools across Operational Directorates (ODs), analysing indicators, data fields, and underlying rationale to identify gaps, overlaps, and relevance

• Map key stakeholders and gather input to understand operational needs, constraints, and realities across contexts

• Ensure alignment between system development, TIC priorities, and Steering Committee strategic direction

Design and rollout of the monitoring tool

• Define key indicators and data flows to track adoption, implementation, and operational impact, ensuring monitoring remains focused, light, and non-duplicative

• Translate these elements into an intersectional digital monitoring tool, including the development of a proof of concept (PoC), while ensuring compatibility with existing Operational Centre frameworks

• Pilot the solution, incorporate user feedback through iterative improvements, and ensure readiness for rollout

• Coordinate with ICT teams and external suppliers to ensure timely and quality delivery

Log Basics digitisation (content & structure)

• Ensure that reference documents, policies, and tools linked to each Log Basic are mapped and integrated in a coherent way

• Support the transition from static documentation to dynamic, structured, and updatable content aligned with logistics workflows

User engagement, adoption & change management

• Support adoption and correct use through dissemination, training, and clear guidance, facilitating integration into day-to-day practices across Operational Directorates

• Guide user engagement and feedback processes, including testing and continuous improvement, to ensure the system remains usable, relevant, and aligned with operational realities

REQUIREMENTS

Education & experience

• University degree in Project management monitoring and evaluation, in data analytics and management, in Information Systems or in a related field

• Minimum 5 years of experience in project management, of which minimum 2 years of experience in monitoring and evaluation systems and performance measurement

• Proven ability to work in complex, multi‑stakeholder environments

• Experience with MSF or a similar humanitarian organization is an asset, particularly in Operations, Logistics, or Information Management

Competencies & Skills

• Ability to translate operational needs into practical, user-centred solutions

• Strong analytical, organisational, and communication skills, with a pragmatic approach and ability to operate effectively under pressure

Computer Skills

• Proficiency in standard office tools including SharePoint, Word, PowerPoint, Excel

• Experience in Microsoft’s Power platform, building Power BI reports and using data management tools is an asset

Languages

• Proficient level in English , written and spoken is mandatory

• French is an asset

CONDITIONS

• Expected starting date: as soon as possible

• Location: Paris, France OR Brussels, Belgium

*Due to administrative constraints, given the duration of the contract, candidates may need to already have the right of permanent residence and/or a valid work permit

• Mobility: Occasional travel between our Brussels and Paris offices

• Contract: Fixed-term contract, 80% to full-time

• Duration: 1 year, with the possibility of extension

• The contractual terms and conditions will be established according to the place of work, legal constraints and in respect of MSF standard function and salary grids

• Homeworking possible as per MSF policy in the contracting section
