Description: Effectiveness Assessment and Sustainability Planning of Digital Learning Platforms - a mixed-methods evaluation combining analysis of platform data, programme documentation, and primary qualitative research to generate policy-relevant and operational insights under the GPE Education Sector Program Implementation Grant (ESPIG).

The United Nations Educational, Scientific and Cultural Organization (UNESCO) hereby invites qualified firms/organizations to submit electronically sealed tenders, under the Global Partnership for Education (GPE) Education Sector Program Implementation Grant (ESPIG) for the provision of professional services to conduct the Effectiveness Assessment and Sustainability Planning of Digital Learning Platforms.
Main expected procurement components:
The assignment consists of an independent mixed-methods evaluation and effectiveness assessment of digital education platforms in Myanmar, specifically the Myanmar Teacher Platform (MTP), Myanmar Youth Platform (MYP), and the ClassMap system, including the development of a sustainability plan for their continued operation and use.
The key activities include a comprehensive desk review and analysis of programme documentation and platform data; quantitative analysis of available platform usage data, system analytics, and user feedback; targeted qualitative data collection through key informant interviews, focus group discussions, and user consultations; and the triangulation of qualitative and quantitative evidence to generate policy-relevant and operational insights. The assignment also includes an in-depth assessment of the three digital platforms and the development of a practical and actionable sustainability plan.
The expected outputs comprise an inception report and analytical plan, qualitative data collection tools and field protocols, interim quantitative analysis outputs, draft and final analytical reports with annexes, a sustainability plan and roadmap, and presentation materials for learning and dissemination.
The assignment requires a multidisciplinary team with expertise in digital education systems, education sector analysis, quantitative analysis of platform analytics datasets, qualitative research, and mixed-methods integration and analytical reporting.
The assignment is expected to be implemented from August 2026 to October 2026.

The electronic sealed tenders, composed of a technical proposal and a financial proposal (must be password protected), to be submitted in two (2) separate emails to the UNESCO (c/o UNESCO Regional Office in Bangkok) only to the email address specified below on or before 07 August 2026 at 16:00 hours, Yangon, Myanmar time , in strict compliance with the instructions as stipulated in the Solicitation Documents. UNESCO reserves the right to amend the documents at any time during the solicitation process. Any amendments or clarifications will be communicated directly to all Bidders who have requested fora complete set of solicitation documents and officially confirmed their intention to submit electronic sealed tenders. No remuneration will be made to firms/organizations for preparation and submission of their tenders.
